To address the submarine menace in WWI would require new ideas for technological inventions and tactics. Calling on the spirit of American ingenuity, leaders formed The War Committee of Technical Societies, to bring talented and ingenious civilians into the process of designing the new generation of war equipment.
This episode describes the creation of this new committee and its view of the state of the art in German submarines. While this episode might seem a bit more "dense" than usual, it strikes me as important to understand the general state of the U-boat menace from the standpoint of the people who were tasked with designing tools for its destruction.
